NOTE: This is a part-time on-call position (PTOC). Its sole purpose is to support the contract (as described below) in specific, limited time frames to meet the client's requirements.

The Joint National Training Capability (JNTC) joint interagency Subject Matter Expert (SME) uses JNTC processes, described in applicable documents, to identify and analyze joint context shortfalls, develop and integrate capabilities, and implement solutions to meet those shortfalls and implement solutions to meet those shortfalls. Perform in-depth interagency analyses of JNTC Accredited and/or Certified training programs and sites for active duty, Reserve, and National Guard programs. Analyze the programs’ abilities to acquire government agency participation and integrate government agency representatives in a meaningful, realistic way at training sites and the related infrastructure that underlie and support joint training. Identify joint interagency training shortfalls in that require mitigation. Conduct solutions analyses and to devise Mitigation Action Plans (MAP) to implement the selected solutions and resolve identified interagency shortfalls. Assist JNTC team in the improvement of joint training at Service and USSOCOM events.

Essential Job Duties and Responsibilities:

  • Provide senior event control expertise for analyses, joint training improvement, integration, interoperability, and event requirements.

  • Previous experience assigned to an Operational Level Joint or Service Component Staff with experience in interagency coordination and participation in joint Department of Defense (DoD) training exercises as well as real-world missions highly desired.

  • Ability to assess and train JNTC training programs that prepare active duty personnel for real-world missions.

  • Provide the expertise to and interfaces with government representatives in the rank of O-5 through O-7 and GS 13 through GS 15.

  • Function as a Joint qualified Subject Matter Expert (SME) in 1 or more fields in support of the Joint National Training Capability’s (JNTC) Accreditation, Certification, and Mitigation (ACM) Processes.

  • Provide interface across the joint training environment that enables JNTC training programs to obtain the joint event control context required for realistic joint training

  • Experience with joint operations, joint operational planning, joint command and control, and joint operational design.

  • Previous successful experiences as member of a cross-functional team of subject matter experts.

  • Previous Joint training experience required

  • Previous Joint training experience includes:

  • Managing the development of joint training plans. Activities include but are not limited to planning, organizing, and coordinating joint training events, joint training event design, Joint Master Scenario Events Listing (JMSEL) development, Joint exercise control group (JECG) event management, and Joint exercise event assessments.

  • Planning, organizing, and coordinating post-event joint activities such as after action reviews, hot washes, and after action reports.

  • Planning, organizing, and coordinating, preparatory joint activities such as senior leader seminars, workshops and conferences for the purpose of data gathering and plan/report development.

Minimum Job Requirements:

  • Three or more years of successful military experience working with groups and senior officers in the planning and execution of joint operations and training.

  • Ten or more years of successful military experience.

  • Position requires a minimum of a Bachelor's Degree.

  • Prior experience developing, planning, and participating in JNTC events is desirable.

  • Prior experience in performing training capability or training needs assessments.

  • Excellent computer skills including Microsoft Office Suite, Microsoft Access, SharePoint, and IBM ClearQuest

  • Flexible, adaptable, and self-motivated

  • Experience in, and proven ability organizing and managing several projects at once.

  • Multi-theater operational or senior staff (Combatant Command and/or Joint Staff) experience desired

  • Ability to prioritize work, complete multiple tasks, and work under deadlines.

  • Excellent reasoning and problem solving skills.

  • Must understand and envision the full scope of programs and tasks, yet be able to work detailed programs.

  • Must be intellectually capable to do research to Program Manager’s satisfaction.

  • Must be capable of working at a computer terminal for extended periods.

  • Must be able to work individually and in groups to assess capabilities and develop joint training shortfalls.

  • Must have excellent communicative skills, both verbal and written.

  • Must be able to travel unaccompanied to foreign and domestic locations.

  • Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at a minimum of a secret level


  • Graduate of the Joint Forces Staff College or service/agency equivalent

  • Master’s Degree
