External Job Description:

Supply Chain Procurement (SCP) purchases material and services for construction and overhaul of aircraft carriers and submarines. With an average expenditures of $1 billion per year, SCP plays an instrumental job in the timely, quality, and cost-effective delivery of our ships to the Navy. SCP manages over 4,000 suppliers across the US, Canada, and Europe. SCP analysts manage their supply chain and suppliers in support of their requirements.

Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

Preferred Qualifications:

This is a Senior Level Procurement (Purchasing Agent/Buyer) position that requires an individual who is capable of working independently, self-manage, and mentor other procurement analysts with less experience.

Candidate should have experience in issuing purchase orders and applying analytical skills to gather information, discern best value, develop procurement strategies, and systematically document all transactions leading to negotiation of a contract.

Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream.

Candidate should have experience in applying critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base. Position may support complex products and manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management.

This position has the authority to commit funds on behalf of the company and Navy customer and requires a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, as well as familiarity with SAP. Previous DoD Procurement Experience and technical background are a plus. Exposure and/or experience in other areas of the supply chain value stream are a plus.
