Position Overview:

The Management Analyst Journeyman worksto identify the processes that need to be established for relevant work. Assist in the coordination of projects and day-to-day activities with the team.In support of the NASA Scientific and Technical Information (STI) program, creates descriptive metadata for scientific and technical information (STI) documents that comprise the NASA Technical Report Server (NTRS). Analyzes technical documents and provides subject indexing and classification, and plays a supportive role in the maintenance of related authority files and terminology resources. Also performs critical review and evaluation of document markings and associated availability-authorization forms to determine the appropriate audience for document dissemination. Records analysis decisions and other data elements into an electronic input system, and contributes to the on-going enhancement of production processes and tools. Works under limited supervision and uses independent judgment.

Primary/MajorDuties and Responsibilities (Essential Functions):

  • Gathers and organizes information on problems or procedures. Analyzes data gathered and develops solutions or alternative methods of proceeding. Confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures.

  • Develops and implements records management program for filing, protection, and retrieval of records, and assures compliance with program.

  • Reviews forms and reports and confers with management and users about format, distribution, and purpose, and to identify problems and improvements.

  • Documents findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes. Prepares manuals and trains workers in use of new forms, reports, procedures or equipment, according to organizational policy.

  • Provides subject-term indexing and classification based on the NASA Thesaurus and other authority files

  • Identifies candidate terminology for the NASA Thesaurus, and the NASA Scope and Subject Category Guide

  • Creates and enhances cataloging records for STI documents

  • Reviews and evaluates documents to determine whether they are appropriate for inclusion into the NTRS

  • Reviews and analyzes distribution authorization forms and corresponding document markings for dissemination requirements and distribution limitations

  • Recommends operational processing and systems improvements and enhancements.

  • Fulfills requests for multi-media STI to include dissemination control review and burning files to CD or DVD

  • Assists with Tier 1 Information Desk inquiries, including researching information on NTRS and making required back file changes to existing metadata and images.

Required Skills

RequiredEducation and Experience:

  • Pursuant to a Government contract, must be a US citizen

  • Bachelor’s degree in any field of study.

  • Requires minimum of four years’ experience in a business-related field demonstrating self-confidence, management of workload, communication with diverse individuals, application of good judgment, and working knowledge of business systems.

Preferred Experience:

  • Experience in subject indexing and thesaurus development

  • Knowledge of descriptive cataloging

  • Experience in a NASA or scientific and technical information environment

  • Knowledge of Boolean search methods and experience with database analysis
